Out of an abundance of respect, JUDGE Emily Cowan was elected as a District Court Judge in Polk and Transylvania County NC in 2012 after Judge David Fox retired.
My husband recently went before Judge Emily Cowan for a contempt violation and absolutely nothing was done even though the Judge found her at fault. I can assure you if my husband was found in contempt by Judge Cowan then he would be in jail. Clearly, the Polk County NC courts are biased.
