Cabarrus County Department of Social Services, Child Support Enforcement and Child Protective Services in North Carolina
No Director or Supervisor at the Cabarrus County Department of Social Services will ever tell you that child support is NOT all about providing financial support to children, and that it is also generating federal money for Welfare, TANF, Food Stamps, and other programs for which NC has no money for in their budget. In essence, the State of NC looks to Non-Custodial families to trigger federal money from the Social Security Act, Title IV, Part D, Section 458 which is entitled “INCENTIVE PAYMENTS TO STATES”. The incentive? To collect as much child support possible to get a greater match of federal dollars for Social Services in Cabarrus County. NC Fathers believes that Supervisors and Directors at the Cabarrus County Department of Social Services are very well aware that if Fathers have less visitation or are kept from their children via a child protective services complaint, then they will pay increased child support. Remember, more collected child support means more federal money for Social Services.
Do you think lobbyist in the NC Legislature who represent NC Department of Social Services agencies want equally shared parenting? Absolutely NOT! These lobbyist recognize that if non-custodial parents and extended families had greater access and parentage of their children then they would pay way less child support, and there would be less federal money money for their programs. Do you think that workers at Social Services want to lose their jobs?
NC Fathers fears that since the Cabarrus County Department of Social Services in NC enjoys complete 100% legislative immunity for any bias, abuse, or illegal acts they may commit, there is a wide open door for abuse on non-custodial families while being very supportive of custodial families.
Every Father in Cabarrus County that pays $400 a month in child support via enforcement, is triggering $400 a month from the Social Security Act for Social Services that is then used to help Welfare recipients have an easier time supporting their kids.
Cabarrus County Department of Social Services And Their Bias and Abuse Around NC Domestic Violence Laws
NC Fathers and officials with the Cabarrus County Department of Social Services can both agree that Domestic Violence in NC is at epidemic levels. Where I am sure we will disagree is that Social Services agencies are geared ONLY for MALE on FEMALE violence despite new federal statistics showing that women use violence and threats to control males EQUALLY, and that all ER visits related to Domestic Violence, males make up 34%.
Here is the problem with the federal legislation on Domestic Violence called VAWA. The definition of abuse is ANYTHING that can make a female scared. It can be yelling, slamming a door, or kicking a chair. Once a hopeful custodial mother realizes that she can get complete control of all community property and the kids via a restraining order when a man yells, they tend to jump all over it because it makes custody court much easier. Makes no bones about it, no Judge in NC, no law enforcement agency, or Social Services agency will agree that when a female slams a door or kicks a chair that it is abuse that should result in her and her family not seeing their kids for years.
Another issue that the Cabarrus County Department of Social Services Supervisors and Directors will never admit is that FALSE allegations of abuse and sexual misconduct is becoming rampant and done as a tactical advantage in divorce and custody cases. Hopeful custodial mothers are learning that Domestic Violence is a huge political issue that Judges want to appear strong on, and gamble that a false allegation will be rubber stamped into conviction.
NC Fathers believes that there are MANY non-custodial fathers and WOMEN in paternal families who see this daily.
The Cabarrus County Department of Social Services gets an incredible amount of money to fund Domestic Violence programs. There are MANY Jobs, Programs, Infrastructure, and other resources built around this issue at Social Services. Therefore, NC and Social Services NEEDS for DOMESTIC VIOLENCE to stay at current levels to keep these Jobs safe.
