Durham County Department of Social Services in NCNC Fathers believes that the Durham County Department of Social Services has an enormous potential for abuse and bias on Durham County NC non-custodial families because of the major funding they derive from these families. NC Fathers is a growing NC non-custodial family organization seeking to reform and change laws as it related to the NC Family Courts and Social Services agencies. Durham County Department of Social Services and Funding of Low Income Assistance Programs Via Domestic Violence and NC Child Support Enforcement

It is important to note that the Durham County Department of Social Services gets significant state and federal funding for NC Child Support Enforcement and NC Domestic Violence initiatives housed at the Department of Social Services. As most people know, federal and state funding is largely driven by need, and our argument is that Social Services agencies NEEDS for non-custodial fathers to be bad fathers who do not support their children, and to be domestic batterers so that statistics and accompanying funding continues to roll in. And, unfortunately, in many cases we believe that because of the hot button nature of these issues, Department of Social Services Administrators and Staff creates these bad fathers through policies and procedures.

So lets start with the relation of the Durham County Department of Social Services and Child Support Enforcement (CSE). NC Fathers and Durham County non-custodial families already knows that CSE is now housed at social services agencies and is a department within the system. What few Durham County NC non-custodial fathers and families realize is that CSE is touted as a “life saving program that seeks to only provide financial assistance to children”, but is really a big government bureaucracy that is generating REVENUE for the State of NC. If you take a look at Section 458 entitled “INCENTIVE PAYMENTS TO STATES” in the Social Security Act Title IV-D you will see that the State of NC gets TWO dollars from federal social security legislation for EVERY ONE dollar collected in child support via federal enforcement. This means that for every father paying $400 a month in child support, the federal government gives back to Social Services $800 to be used for low income assistance programs. In short, Durham County NC non-custodial fathers and families are paying for TANF, Food Stamps, Medicaid, and other programs. We surmise the thinking here is that after a Domestic Violence Act or Divorce, women and children flock to Social Services in droves to get assistance and the State of NC needs some way to replenish these funds.

To add insult to injury, it is important to note that MANY government contractors want to provide “services” to the Federal Office of Child Support Enforcement and get Title IV-D funding for their services. Here is one such contractor that wants to implement their software in Child Support Enforcement offices and is seeking to get paid via Title IV-D Funding. This means that Durham County NC non-custodial families are not only paying for low income assistance programs at the Durham County Department of Social Services, they are now putting food on the plates of government contractors and software developers.

How in the world is the Durham County Department of Social Services going to pay pay for all this? Well first of all they need for fathers to not get custody of their children, and it helps if more Durham County fathers get minimal visitation with their children so that child support payments can be maximized (and thus funding). Please note, this is NOT a sexist comment, we hear from FEMALE paternal grandmothers, step-mothers, and paternal aunts who get caught up in this machine and who are equally hurt by this process.

Now on to Domestic Violence. Like CSE, Domestic Violence gets a reported 1.6 BILLION dollars in annual funding for a response to Domestic Violence in the form of shelters, programs, and services to victims of this insidious social issue. However, the NC Domestic Violence coalition is ONLY focused on MALE on FEMALE Domestic Violence because it is more politically correct. The reality of Domestic Violence is that FEMALES hit and use aggression to control just as much as MEN do, but because of under reporting and policies at law enforcement agencies, few statistics are gathered when women are combatants. Again, not to be sexist sounding, the reality is the Domestic Violence laws were written by very radical feminist women groups who have no agenda for FEMALE on MALE violence as it would eat up funding for women if Social Services had to develop services and programs for males.

Again, in short, the Durham County Department of Social Services NEEDS for fathers to retain their non-custodial roles, and be stigmatized as “Deadbeat Fathers” and Domestic batterers so that Social Services can pay for services, programs, employees, etc…

The Durham County Department of Social Services has 100% complete immunity for any bias, abuse, or illegal activities committed by agency staff in the course of their work. When you combine this with social service funding, we believe that this is the green light needed to absolutely trample all over the rights of Durham County NC non-custodial families. NC Fathers hears absolutely egregious stories daily from non-custodial family members EVERY day about these acts, and if you are a Durham County non-custodial family member we encourage you to contact us with your stories.

It is also VITALLY important that Durham County non-custodial families start contacting their local, state, and federal representatives in droves and DEMAND that they address this dangerous issue at the Durham County Department of Social Services . And when we say dangerous, when you consider the work that CPS does, any mistake or abusive acts can spell disaster for non-custodial families and their children.

Is it possible, if not probable, that the Durham County Department of Social Services Administrative offices who keep an eye on funding and budgets develop policies and procedures for social services staff that have biased concepts built in for male members of non-custodial families, but has very light and rehabilitation concepts built in for women?

As stated earlier, we get contact from female members of paternity who contact us daily and they are telling us that especially in CPS investigations, social services staff deal very harshly with men when they are investigating abuse, neglect, or dependency of a child. In the same vein, we hear a lot that CPS workers always have rehabilitation in mind when working with custodial mothers who meet statutes for DSS involvement.

Regardless, NC Fathers believes that the Durham County Department of Social Services is largely funded on the backs of non-custodial families and policies and procedures are built around this.

Here is the good news. No Durham County Department of Social Services Administrator, Judge, or Elected Official can deny that NC non-custodial families are a HUGE and very overwhelming voter base in NC. In fact, NC fathers believes that when you add up all non-custodial fathers, paternal grandmothers, step-mothers, paternal aunts and uncles, and other family members, our numbers equal about 4.5-4.7 MILLION voters in North Carolina.

And, non-custodial families are THE SINGLE largest swing vote in NC since we come from African American, Hispanic, and Asian families where females get hurt in the divisive Durham County Department of Social Services and Family Court processes EQUALLY compared to non-custodial fathers.

NC Fathers believes that the MINUTE non-custodial families in Durham County unite and use their significant voting numbers to affect elections, all the problems we face in the courts and with social services will be addressed QUICK.
