Rowan County Department of Social ServicesNC Fathers believes that the Rowan County Department of Social Services is potentially dangerous and bias in dealing with Rowan County NC Non-Custodial families given the system of funding that is setup to derive money from Child Support Enforcement and Domestic Violence. If you are a non-custodial father, paternal grandmother, step-mother, paternal aunt, or some other family member and you have a scary history with the Rowan County Department of Social Services then we want to hear your story. NC Fathers is a NC and Rowan County NC organization of non-custodial families who wants to reform the NC Family Courts and NC County Social Services agencies so that these families are not potentially targeted to maintain funding of Welfare and Low Income Assistance Programs. Rowan County Department of Social Services and Rowan County NC Non-Custodial Families

The only way Rowan County NC non-custodial families can reform the Rowan County Department of Social Services is to unite around this issue, and start putting pressure on your Senators and Legislators. This is the reason why it is important for non-custodial families to join our mailing list, and invite other families in your daily travels to do the same. Here are some statistics that no administrator with any NC County Social Services agency, Judge, or politician can deny or turn their back on. In NC, non-custodial family members make up about 4.7 MILLION voters, and this number is approaching HALF of the population. Additionally, when you consider that non-custodial families come from all ethnic groups, political affiliation, and that WOMEN in these families are a huge ally, you have a very significant swing voter base.

NC Fathers can ASSURE YOU, if you believe that the Rowan County Department of Social Services is bias or abusive in dealing with Rowan County NC non-custodial families, or if after reading the data below you have SERIOUS concerns, then we again ask you to join our MAILING LIST and stay active with us by sharing this article. From there, we can put overwhelming pressure on politicians to address this issue and other issues we believe are alienating families from their children.

Rowan County Department of Social Services, NC Child Support Enforcement Funding, and Domestic Violence

Rowan County Department of Social Services and NC Child Support Enforcement are both high level departments at the NC DHHS, and both have strong ties to each other.

Legislators, special interest groups, and Judges have done a GREAT job of socially engineering people to think that Child Support Enforcement is a beautiful program that gives financial assistance to children from non-custodial families. HOWEVER, what they DO NOT tell you is that enforcement is also generating revenue for Welfare and other low income assistance programs at NC County Social Services agencies.

NC Fathers concern is that the State of NC, Judges, special interest groups, and other groups are more concerned about this funding rather than Rowan County NC non-custodial families having equal parentage and access to their children.

Please turn your attention to Section 458 of the Social Security Act Title IV Part D.

Language in this FEDERAL legislation provides that for EVERY ONE dollar collected in child support via enforcement, the federal government will reach into social security coffers and give back TWO dollars to all US States that they can then use to replenish dwindling social services programs. This means that for every Rowan County NC non-custodial father that is paying $500 a month in child support, the State of NC receives $1000 each month for county social services to use. And who is the primary beneficiary of social services programs? Low income custodial mothers. If you have ever been in child support court and realized that the custodial mother received a free government attorney to handle her case, while you have to hire a private attorney, money in the Social Security Act provided that (Title IV-D money).

Now turn your attention to this government contractor.

This company spent millions of dollars building a software program for the federal office of child support enforcement, and they want Title IV-D money for it. As noted earlier, Rowan County NC non-custodial families are funding Title IV-D coffers, so in essence YOU are paying for this. No doubt, this software will soon be, if not already, implemented at the Rowan County Department of Social Services.

The bottom line here is, that Rowan County NC non-custodial families are paying for Welfare recipients to receive services, and putting food on the plate of contractors who want to work for child support enforcement.

If you EVER wondered WHY you are not allowed joint custody or equal shared parenting, these programs and contractors have to get paid, and if you have equal visitation you are not paying increasing amounts of child support.

More on NC Child Support Enforcement

The Rowan County Department of Social Services has it’s hands in NC Domestic Violence services and programs. If you are a FEMALE paternal family member, do not let this section scare you, as we are going to point out why domestic violence policies at NC County Social Services agencies are hurting you as well.

Domestic Violence in NC is ONLY focused on MALE on FEMALE violence despite new studies showing that women hit and use aggression to control men equally. Also, these studies are showing rampant violence among FEMALE/FEMALE domestic partnerships.

The problem here is that Domestic Violence also receives MEGA funding, and is a political hot button topic that a majority of NC Legislators and Judges have hung their political aspirations on. Thus, this initiative NEEDS for MALE abusers to exist so that funding can continue to trickle down to the MANY violence programs that exists.

The other problem here is that in NC, due to the Violence Against Women Act (VAWA), violence is defined when a man raises his hands while yelling, slamming a door, or ANYTHING that makes a female FEEL like she is scared. Once this happens, a hopeful custodial other is then able to get a domestic violence restraining order which effectively alienates non-custodial FAMILIES (male and female) from their children for up to a year. And, because domestic violence is such a hot button issue, Judges in NC are very easy to hand these restraining orders out like candy. NC Fathers hears DAILY from WOMEN and men in non-custodial families how custodial mothers use domestic violence false allegations as a weapon to gain favor in divorce and child custody.

So where is the incentive for the Rowan County Department of Social Services you ask? When a non-custodial father is not seeing his children for a year, or loses visitation time, more child support can be collected and this increases revenue for NC County Social Services agencies.

Rowan County Department of Social Services and Immunity Protection From Civil Lawsuits

Few NC families realize that the Rowan County Department of Social Services has absolute 100% immunity against civil lawsuits for ANY illegal, bias, neglect, or wrong acts they commit while working for the agency.

NC Fathers believes that when you couple immunity in with money, you have the stage set for abuse. And, given that Rowan County NC non-custodial families are already a source of funding, we believe that NC County Social Services agencies are particularly dangerous.
